WBCC Officers & Directors

President, Sheri A. Scarborough

Originally from Boardman, Ohio, Sheri moved to South Florida in 1980 after attending Kent State University. She became active in her community when her three sons started school at Whispering Pines Elementary School, beginning with the school's PTA. As a licensed community association manager, Sheri often found herself dealing with Palm Beach County to resolve community issues, in the course of which she got to know WBCC's legendary founder Fran Reich. At Fran's urging, Sheri joined the Board of Directors of the WBCC in 1993, on which she has served ever since. She has been the President of the Council since 2002. She also serves as Chair of the Palm Beach County Zoning Commission and serves on the Boca Raton Airport Authority Aviation Advisory Committee. She's a past President of the homeowners association in her own community, and owns her own property management firm, Scarborough Association Management, Inc.

Vice President, Ellen Winikoff

Ellen has served on the WBCC Board of Directors since 2003 and currently chairs its Program Committee. A Cleveland native and graduate of Boston University, she moved to Logger's Run in 1984. She is a Library/Media Specialist at Sunrise Park Elementary and has served on the PBC Library Advisory Board for 15 years, currently as Vice Chairperson. Ellen has also been an adjunct instructor at Nova and Lynn University. She is the widow of the late Jeffrey Winikoff, who was the Council's third President until his election as Palm Beach Circuit Judge in 2002.

Treasurer, Arthur Charwat

A native of Manhattan, Arthur rounded off his education at New York University and the Wharton School of Business. He then had a long career at United Merchandising Manufacturers where, as Vice President, he oversaw 100 million dollars in textile sales annually. He is currently President of Pepper Tree III and President of the Pepper Tree Master Committee in Boca West, in addition to serving on the Board of Directors of the West Boca Community Council since 2006.

Secretary, Paul Pontrelli

Paul served in the New York City Department of Correction for 23 years until his retirement in 1995, whereupon he moved to Boca Winds. He has served on the Board of Directors of the Boca Winds HOA since 1999. Since 2003 he has served as its Vice President, then President, and currently Treasurer. He was elected to the Council's Board of Directors in April, 2009 as the Representative from Bay Winds, the umbrella HOA for Boca Winds, Boca Falls and Ashley Park.

Elliot Burns, EdD

Elliot moved with his wife Sharon to Florida in 2001 from Michigan where he very was active in his synagogue and community. In Michigan, he served as teacher, counselor, administrator and Superintendent of a public K-12 school system.for 35 years. In Florida, Elliot has served as President of his 1,000 member synagogue at B'nai Torah Congregation in Boca Raton, creator and Past President of his local synagogue Men's Club, and, the State of Florida Region Federation of Jewish Men's Clubs representing over 2,000 men. Elliot has served on the West Boca Community Council for ten years. He is active in his Homeowners association over the past 15 years, serving as President twice. He also helped create and facilitate membership in his local HOA community of THE ROMEO's which stands for "Retired Old Men Eating Out", a weekly breakfast men's meeting group.

Elliot has been married for 60 years, has nine grandchildren and 2 great grandchildren

Margi Helschien

Margi has lived in Boca Raton since 1986 after moving from the Washington D.C. area. A mom to two sons, Margi is currently President of the Boca Raton Republican Club and is Vice Chair of the Palm Beach County Republican Party, a member of the Junior League of Boca Raton, and on the Advisory board of the American Red Cross, and author of several children's books. Margi is also President of Capitol Charter Consulting Group. Margi joins the West Boca Community Council Board this year and is serving on the Communications Committee.

Nick Rongione

Originally from Philadelphia, Nick Rongione and his wife Barbara and 3 children, (now all married), have been residents of Boca Winds since 1991. Nick has served on our board as a director since 2007 and is chair of our Parks and Recreation Committee.

As a Target executive, Nick was the District Team Leader for South Florida until 2006, winning numerous awards for sales and service in the district. He is most proud of the award for team member morale and retention. In this role, Nick's leadership and involvement in the community included Target Team beach clean up projects, Habitat for Humanity voluntary support, holiday shop with a cop events and spearheading and sponsorship of the Delray Beach 4thof July events. He has subsequently served as a political consultant to Anne Gannon and Frank Barbieri among others, and led the Get Out the Vote effort for Palm Beach County in 2008. Nick is now Director of Sales for North America for the Bollman Hat Company, America's longest continuous hat manufacturer, and leads a staff representing the Kangol, Bailey, Betmar, Pantropic and Country Gentleman brands.

Stanley Siegel

Stanley Siegel, born in Brooklyn, has been married to Bernice for 57 years. They have two daughters, Linda and Barbara, and four beautiful grandchildren; Adam, Ariel, Sara and Rachel. Stanley is a graduate of City College of New York (Bernard Baruch School of Business Administration). He served in the U.S. Army from 1953-55 (1st Infantry Division Big Red One). He worked for a textile company for 41 years, rising from Junior Accountant to Director of Personnel (Human Resources). He is currently the Financial Secretary and Business Manager of Temple Beth Shalom of Boca Raton and the Budget Director of Cobrua. In addition , he has been President of his condominium association for 12 years, is the Chairman of the Management & Operations Committee of Century Village (representing 5,712 unit owners), and ExecutiveVice President of the Century Village Democratic Club.
